The purpose of this paper is to elucidate light pollution as a normative concept, and focus specifically on its increasing role in shaping, or framing, future regulatory efforts, and decision-making processes. The goal is not to condemn or approve of the use of light pollution from an ethical perspective, nor is it to arrive at definitive answers for the ambiguities inherent in the concept. Rather, I begin by accepting the term as the dominant concept for describing a novel environmental problem, and critically reflect on its ethical significance and potential limitations. While the implications of light pollution are far-reaching, here I will focus specifically on light pollution as it relates to urban nighttime lighting. Such an analysis can be seen as an example of an issue discussed within this journal by Elliott (2009 Elliott, K. (2009). The ethical significance of language in the environmental sciences: Case studies from pollution research. Ethics, Place & Environment, 12, 157–173.10.1080/13668790902863382[Taylor & Francis Online] [Google Scholar]), namely the ethical significance of language and terminology choices for framing environmental policy decisions and debates. While Elliott discusses very different types of pollution, the themes highlighted are quite relevant for an examination of light pollution. Elliott—who draws from a more pragmatic branch of environmental ethics that I adopt here—describes the usefulness of practical ethics for policy discussions. Philosophers can help to create and define the moral space within which policy decisions will be made, and so can contribute to upstream policy decisions. Elliot (2009 Elliott, K. (2009). The ethical significance of language in the environmental sciences: Case studies from pollution research. The company sells a $119 device that reads engine codes and provides access to a Web site database that identifies the problem (according to the code) and estimates the cost of repair. In 2007, “shift work that involves circadian disruption” was listed as a probable carcinogen by the World Health Organization’s International Agency for Research on Cancer. (IARC Press release No. 180).[41][42] Multiple studies have documented a correlation between night shift work and the increased incidence of breast and prostate cancer.[43][44][45][46][47][48] One study which examined the link between exposure to artificial light at night (ALAN) and levels of breast cancer in South Korea found that regions which had the highest levels of ALAN reported the highest number of cases of breast cancer.  Seoul, which had the highest levels of light pollution, had 34.4% more cases of breast cancer than Ganwon-do, which had the lowest levels of light pollution. This suggested a high correlation between ALAN and the prevalence of breast cancer. It was also found that there was no correlation between other types of cancer such as cervical or lung cancer and ALAN levels.[49] Only lights maintained by Transport for Bucks show on this map. Lights that do not show will either be maintained by the local parish or district, or if on a new road or estate, may not have been adopted by the Council. Human health:According to an article published in the journal Environmental Health Perspectives, several studies over the past two decades have suggested that the modern practice of keeping our bodies exposed to artificial light at night increases cancer risk, especially for cancers that require hormones to grow, such as breast and prostate cancers. The use of full cutoff fixtures help to reduce sky glow by preventing light from escaping above the horizontal. Full cutoff typically reduces the visibility of the lamp and reflector within a luminaire, so the effects of glare are also reduced. Campaigners also commonly argue that full cutoff fixtures are more efficient than other fixtures, since light that would otherwise have escaped into the atmosphere may instead be directed towards the ground. However, full cutoff fixtures may also trap more light in the fixture than other types of luminaires, corresponding to lower luminaire efficiency, suggesting a re-design of some luminaires may be necessary. Some astronomers do not accept inflationary models and have proposed other possible solutions to the horizon problem. These include: scenarios in which the gravitational constant varies with time,5 the ‘ekpyrotic model’ which involves a cyclic universe,6 scenarios in which light takes ‘shortcuts’ through extra (hypothetical) dimensions,7 ‘null-singularity’ models,8 and models in which the speed of light was much greater in the past.9,10 (Creationists have also pointed out that a changing speed of light may solve light-travel–time difficulties for biblical creation.11) In light of all this potential, why have organizations been so slow to embrace MOOCs? Here I’ll draw on data from more than 28,000 learners in 127 countries as well as survey and interview results to answer that question and to offer insights into how companies can better capitalize on this form of learning. A study presented at the American Geophysical Union meeting in San Francisco found that light pollution destroys nitrate radicals thus preventing the normal night time reduction of atmospheric smog produced by fumes emitted from cars and factories.[82][83] The study was presented by Harald Stark from the National Oceanic and Atmospheric Administration. Section 2 discusses the moral and political significance of framing problems, in relation to the novel environmental problem of excess artificial nighttime lighting in cities. Section 3 then analyzes the concept of light pollution in detail. Here, both the origins of the concept and its current manifestations are presented, in order to provide a more comprehensive understanding of light pollution. Section 4 returns to the question of how light pollution frames concerns and possible responses, and discusses two interrelated questions: the potential limitations of the concept as a normative or prescriptive tool, and the ambiguities and inconsistencies in its practical application that require clarification. Thus, first steps are taken in dissecting the ethical significance of the concept of light pollution and the role it can play in addressing the adverse effects of artificial nighttime lighting. The GravityLight Foundation aims to improve the lives of people without electricity by providing clean, safe and affordable lighting Multiple Streetlights – This is a form to report more than one streetlight issue for the same city/township. Many astronomers request that nearby communities use low pressure sodium lights or amber Aluminium gallium indium phosphide LED as much as possible, because the principal wavelength emitted is comparably easy to work around or in rare cases filter out.[90] The low cost of operating sodium lights is another feature. In 1980, for example, San Jose, California, replaced all street lamps with low pressure sodium lamps, whose light is easier for nearby Lick Observatory to filter out. Similar programs are now in place in Arizona and Hawaii. Such yellow light sources also have significantly less visual skyglow impact,[91] so reduce visual sky brightness and improve star visibility for everyone. This did not fix the problem. The two bulbs were still coming on dimly at the same time when pressing the brake pedal.  Now I should turn this into a contest. You electrical wizards out there may already have a good guess.  In all my years of working on all types of cars – almost every time I have run across a problem with front and rear lights doing weird things – and by that I mean not glowing brightly, cross feeding, coming on at the wrong time, intermittent operations, etc, etc, it has almost always turned out to be an electrical grounding problem.  And it was no different here.  I took a close look at the grounding strap connecting points and I could see corrosion.  I applied some dielectric grease and squeezed the contact points together with some needle nose pliers and Wallaah – the running bulb went off and the brake light bulb came on super bright.  A good day and another one fixed. Access to electricity and poverty are closely linked, countries that have the lowest levels of electrification also have the highest levels of poverty. Without adequate electricity and lighting, adults are unable to continue income generating activities into the evening that may lessen the burden of poverty. At the same time, children are unable to study, read or do school work. Rural communities need a reliable and sustainable solution for lighting to give them hope for a brighter future.
