Complex problems—such as the impacts of artificial nighttime lighting—are often caused by underlying value conflicts, and the inability of current frameworks to adequately address said values. By looking into the origins and history of the problem, the key driving issue, and the current context, a more comprehensive picture of the problem and underlying values emerge. And simultaneously the possibility of new approaches, or frames, will also emerge (Dorst, 2015 Dorst, K. (2015). Frame innovation: Create new thinking by design. However, for our present purposes we will not search for a new or radically different approach, but rather ask how the coalescing frame of light pollution is responding to our problem. We have our core issue present in the novel challenge described above. The next steps are to examine the origins and current context in turn, so see how light pollution can be improved as an effective frame. For a long time, solution two was very popular, and while it is less popular today, it continues to have a wide following (the late Henry M. Morris, Jr. was fond of this solution). Proponents argue that by its very nature, creation must include some “appearance of age,” for plants, animals, and people were not made as embryos or infants, but as mature adults, even though they did not go through the normal process of growth to reach adulthood. This has a certain amount of appeal to it, but it also could be construed as deceptive on the part of God to make light containing tremendous amount of information of physical processes that never happened. Since the vast majority of the universe is more than a few thousand light years distant, it would seem that we will never see light that actually left these distant objects, and hence much of the universe amounts to an illusion. This concern has been the primary motivation of those seeking other solutions to the light travel time problem. Urgent problems with street lights, illuminated signs or bollards are: The big bang model assumes that the universe is many billions of years old. While this timescale is sufficient for light to travel from distant galaxies to earth, it does not provide enough time for light to travel from one side of the visible universe to the other. At the time the light was emitted, supposedly 300,000 years after the big bang, space already had a uniform temperature over a range at least ten times larger than the distance that light could have travelled (called the ‘horizon’)11 So, how can these regions look the same, i.e. have the same temperature? The brief discussion below cannot do full justice to the in-depth explorations of nighttime lighting that these scholars have explored, nor to the various cultural and geographical nuances of historical developments in lighting. Rather, I would like to highlight the conditions within which light pollution arose, which puts us in a better position to assess our contemporary definition and ask how the framing of light pollution responds to the core problem discussed above. In particular, Sections 3.1 and 3.2 will highlight the shift away from how to light cities and, somewhat paradoxically, toward a desire for dark or natural nights. He has acquired some very interesting results when applied to large structures, such as galaxies and quasars, suggesting that today we are seeing these objects in their infancy, despite their tremendous distances and consequent light travel times.
